FEAT: Allow client side TLS for Docker hosts (#2852)

* FEAT: Allow client side TLS for Docker hosts

Inlcude TLS certificate in HTTPS requests when certificate
files are locally available to Kuma for a host.

* fix: refactor to satisfy linter requirements
